Repeals Arkansas Code § 17-82-108, which previously established specific requirements for dental colleges to be considered reputable by the Arkansas State Board of Dental Examiners.

Replaces references to the "Council on Dental Education and Licensure of the American Dental Association" with the "Commission on Dental Accreditation" as the accrediting entity for dental colleges, universities, hospitals, and dental hygiene schools.

Clarifies that dental students, interns, residents, and faculty members at accredited dental institutions are exempt from licensure requirements when performing educational or clinical duties within their respective programs.

Applies the accreditation requirement to affiliated sites of dental colleges, universities, hospitals, and dental hygiene schools, in addition to primary institutions.
