Amends Arkansas Code § 23-78-112(b) to clarify that memberships issued on or after July 19, 1987 receive 100% of the certificate face amount in cash when a non-contract funeral home performs the service

Establishes tiered payment percentages for memberships issued before July 19, 1987, based on issuance date: memberships before July 1, 1967 follow the certificate agreement; memberships from July 1, 1967 through August 5, 1976 receive minimum 70% payment; and memberships from August 5, 1976 through July 19, 1987 receive minimum 80% payment when service occurs outside the burial association's service area

Specifies that when a non-contract funeral home's billing statement reflects full credit for the burial association certificate amount, the member is considered "made whole" and the family is not entitled to additional funds or refunds

Grants the licensed servicing funeral home discretion to retain or return disbursed burial association funds to the deceased member's family

Clarifies that any payments to the family must be made by the servicing funeral home, not the burial association or its contract funeral home
