Proposes constitutional amendment requiring each of five State Highway Commission members to represent and reside within a specific district comprised of defined Arkansas counties, replacing the current at-large appointment system.

Requires Senate advice and consent for all Highway Commission appointments, with only Senate members residing within the affected district voting on each appointment by majority vote.

Changes Highway Commission member terms from staggered 2, 4, 6, 8, and 10-year terms to uniform 10-year terms for all members.

Allows Governor to remove a Commissioner if they cease residing within their district; authorizes General Assembly to redistrict counties among the five districts following each federal decennial census by three-fifths vote.

Amendment becomes effective January 1, 2025, with implementation through gradual replacement of current commissioners based on term expiration dates between 2025 and 2033, with each replacement assigned to a specific district.
