Implements a "top-two" primary election system where all candidates for primary, special primary, and nonpartisan office appear on a single ballot regardless of party affiliation, with the two candidates receiving the most votes advancing to the general election.

Requires political party affiliation to be displayed on ballots next to each candidate's name, and designates unaffiliated candidates as "Independent."

Applies the new election process to federal congressional, state, county, and nonpartisan judicial offices, but exempts municipal and local offices.

Maintains separate party-based procedures for presidential primary elections to select national convention delegates and for choosing electors for President and Vice President.

Takes effect January 1, 2025, and applies to elections occurring on or after January 1, 2026; requires voter approval at the next general election before implementation.
