Amends Arkansas Constitution Article 12, Section 5 to authorize counties, cities, towns, and municipal corporations to fund and administer water system customer assistance programs.

Defines "water system customer assistance program" as a water utility program providing financial assistance to customers for payment of water charges, fees, and other utility charges collected by the water utility under criteria approved by the utility's governing body.

Adds new subsection (c) to existing constitutional provisions that already allow municipal funding for economic development projects and services.

Becomes effective January 1, 2025, upon voter approval at the next general election.

Allows the General Assembly to amend the funding authorization provisions by three-fourths vote of each house, provided amendments remain germane and consistent with the section's purposes.
