Amends Arkansas Code § 16-90-120(e)(1)(A) to clarify that persons sentenced for felonies committed on or after July 2, 2007, but before January 1, 2024, must serve 70% of their sentence before becoming eligible for parole, transfer to post-release supervision, or community correction transfer

Applies the 70% requirement to eight specific felonies when committed with a firearm: murder in the first degree, Class Y kidnapping, aggravated robbery, rape, causing a catastrophe, trafficking methamphetamine, manufacturing methamphetamine, and possession of drug paraphernalia with intent to manufacture methamphetamine

Amends Arkansas Code § 16-90-120(g) to provide that for offenses committed on or after January 1, 2024, persons sentenced under the firearm statute are ineligible for early release including parole, post-release supervision transfer, or community correction transfer for the additional period of confinement

Becomes effective January 1, 2024
