Amends Arkansas Code § 12-8-108(c) to make data, records, communications, surveillance footage, security procedures, and emergency plans related to the Governor's Mansion confidential and exempt from Freedom of Information Act disclosure.

Requires the Division of Arkansas State Police to submit quarterly reports to the Legislative Council (or Joint Budget Committee if in session) identifying Executive Protection Detail expenses by month and budget category, excluding information that would violate security protocols.

Adds new exemption to Freedom of Information Act for records reflecting planning or provision of security services provided to the Governor, Lieutenant Governor, Attorney General, Secretary of State, Auditor of State, Treasurer of State, Commissioner of State Lands, General Assembly members, Supreme Court Justices, and Court of Appeals Judges.

Applies retroactively to June 1, 2022 for Governor security records and Governor protection exemptions.

Declares an emergency effective upon Governor approval or expiration of veto period, citing recent threats to state constitutional officers and the need to protect public safety.
