Amends Arkansas Code § 16-90-120(e)(1)(A) to clarify that persons sentenced for felonies committed between July 2, 2007 and January 1, 2024 must serve 70% of their sentence before becoming eligible for parole, post-release supervision, or community correction transfer for specified felonies including murder, kidnapping, aggravated robbery, rape, and drug manufacturing offenses.

Modifies Arkansas Code § 16-90-120(g) to specify that for offenses committed on or after January 1, 2024, persons sentenced under the felony with firearm statute are ineligible for early release including parole, post-release supervision, or community correction transfer for the additional period of confinement.

Establishes January 1, 2024 as the effective date for all amendments contained in the act.
