Appropriates $931,830 from the Constitutional Officers Fund to the Arkansas House of Representatives for the fiscal year ending June 30, 2024, consisting of $100,000 for employee salaries, $28,500 for personal services matching, and $803,330 for maintenance, operations and expenses.

Permits the Speaker of the House and Chief of Staff to transfer funds between appropriation items if any portion is determined unnecessary for its original purpose.

Allows unexpended appropriation balances after legislative session adjournment to be used for interim House expenses including offices of the Speaker, Chief of Staff, and Chief Clerk, and for member expenses and per diem if determined necessary by the Speaker.

Requires the Speaker and Chief of Staff to meet in June each fiscal year to determine actual employee salaries based on performance evaluations.

Declares an emergency clause due to the House convening in Fiscal Session on April 10, 2024, making the Act effective immediately upon passage and approval.
