Establishes 4 regular full-time employees for the Department of Education - Martin Luther King, Jr. Commission for fiscal year 2024-2025: an Executive Director (Grade GS14), Fiscal Support Supervisor (Grade GS06), Administrative Specialist III (Grade GS04), and Administrative Specialist II (Grade GS03).

Appropriates $353,818 from the Miscellaneous Agencies Fund for Operations, including $222,378 for regular salaries, $81,440 for personal services matching, and $50,000 for operating expenses.

Appropriates $91,123 from the cash fund for Extra Help employees and operations, including $15,900 for temporary/part-time help, $1,299 for personal services matching, $67,924 for operating expenses, $2,000 for conferences and travel, and $4,000 for professional fees.

Authorizes up to 4 temporary or part-time employees to be hired as needed at rates not exceeding those set by the Uniform Classification and Compensation Act.

Declares an emergency effective July 1, 2024, to ensure continuity of the agency's operations and was approved on April 25, 2024.
