Establishes 102 maximum regular employees for the Department of Education - Educational Television Division for fiscal year 2024-2025, with positions ranging from AR PBS Director (Grade SE02) to Administrative Specialist II (Grade GS03).

Authorizes 5 part-time or temporary "Extra Help" employees for State Operations payable from the Educational Television Fund Account, effective July 1, 2024 through June 30, 2025.

Appropriates $6,243,149 from the Educational Television Fund Account for State Operations, including $3,993,369 for regular salaries, $11,959 for extra help, $1,418,842 for personal services matching, and $818,979 for operating expenses.

Authorizes 46 part-time or temporary "Extra Help" employees for Cash Operations and appropriates $8,956,993 from the state treasury cash fund, including $1,582,339 for regular salaries, $366,930 for extra help, $652,208 for personal services matching, and $5,960,516 for maintenance, general operations, grants, resale, and promotional items.

Declares an emergency effective July 1, 2024 to ensure essential governmental programs and operations continue without interruption; act approved May 3, 2024.
