Establishes 65 regular employees and authorizes up to 8 temporary/part-time employees for the Department of Agriculture - Arkansas Natural Resources Commission for fiscal year 2024-2025

Appropriates $2,966,507 from the Miscellaneous Agencies Fund Account for state operations including regular salaries ($1,237,928), personal services matching ($448,479), and conservation district expenses ($941,872)

Appropriates $9,016,951 from cash funds for commission operations including regular salaries ($896,453), soil and water grants and loans ($6,202,017), and maintenance and general operations

Appropriates additional federal and special funds totaling approximately $119.4 million across 10 programs including water quality, flood insurance, nonpoint source pollution control, and water infrastructure projects

Declares emergency clause for effectiveness on July 1, 2024 to ensure continued agency operations and authorized fund transfers between water/sewer/solid waste accounts at fiscal year end
