Establishes maximum of 49 regular employees for the Arkansas Court of Appeals for fiscal year 2024-2025, including 1 Chief Staff Attorney (GS15), 24 Law Clerks (GS14), and supporting administrative staff across various grades.

Authorizes up to 2 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates total of $6,015,561 from the State Central Services Fund, including $3,943,592 for regular salaries, $1,279,896 for personal services matching, and allocations for operating expenses ($251,129), conferences and travel ($68,900), legal counsel ($320,000), special judges ($17,044), and mileage reimbursement ($60,000).

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and Department of Finance and Administration regulations.

Declares emergency effective July 1, 2024, citing constitutional restrictions on multi-year appropriations and essential need for continued court operations.
