Establishes maximum of 1,995 regular employees for University of Arkansas at Little Rock for fiscal year 2024-2025 with specified salary rates by position, ranging from $37,650 to $405,062.

Authorizes up to 1,300 part-time or temporary "Extra Help" employees paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $72,139,044 from University of Arkansas at Little Rock Fund for state operations, including $61,318,188 for regular salaries and $10,800,856 for personal services matching.

Appropriates $162,298,699 from cash funds for personal services and operating expenses, including $34,250,000 for salaries, $30,000,000 for capital improvements, and $13,000,000 for debt service.

Appropriates $800,000 for William H. Bowen School of Law expenses and $2,000,000 for Nanotechnology Center expenses, effective July 1, 2024.
