Appropriates $19,225,694 from the Southern Arkansas University Fund for state operations, including $17,150,694 for regular salaries and $2,000,000 for personal services matching.

Appropriates $100,000 from the Southern Arkansas University Fund for system-level operations and $53,497,000 from cash funds for salaries, benefits, operating expenses, capital improvements, and debt service.
