Establishes 31 regular employee positions for the Department of Health - Tobacco Prevention and Cessation Programs, including 14 registered nurses, 1 branch manager, and various health specialists and administrative staff.

Authorizes 4 part-time or temporary employees ("Extra Help") to be hired as needed for the 2024-2025 fiscal year.

Appropriates $14,593,171 for fiscal year 2024-2025, including $1,649,608 for regular salaries, $579,963 for personal services matching, $185,000 for operating expenses, $25,000 for conferences and travel, and $2,278,900 for professional fees.

Authorizes transfer of $500,000 annually from the Prevention and Cessation Program Account to the Breast Cancer Control Fund to provide state matching share for Medicaid breast and cervical cancer screening and treatment services.

Restricts appropriation transfers except through special legislative procedures, requires compliance with state fiscal control laws, and declares the act effective July 1, 2024 through June 30, 2025.
