Establishes a maximum of 49 regular employees for the Arkansas State Library with salary grades ranging from SE01 (State Library Director) to GS01 (Library Technical Assistant).

Appropriates $3,793,504 from the State Library Fund Account for State Operations, including $1,750,087 for regular salaries, $668,326 for personal services matching, and $1,125,091 for operating expenses.

Appropriates $3,291,430 from federal funds for Federal Operations, including $502,646 for regular salaries and $2,357,700 for operating expenses.

Appropriates $10,000,000 from the State Library Public School Fund Account to provide aid to public libraries.

Requires the Arkansas State Library to promulgate rules allowing public libraries to demonstrate alternative sources of revenue in lieu of maintaining a one-mill county or city property tax to receive state aid, with a report due one month before the 2025 fiscal year aid distribution.
