Establishes maximum of 10 employees for the Arkansas State Claims Commission for fiscal year 2024-2025, including one Director (GS13), one Attorney Specialist (GS11), one Administrative Analyst (GS06), two Administrative Specialists II (GS03), and five Claims Commissioners (GS02).

Appropriates $731,614 from the State Central Services Fund for personal services and operating expenses, including $455,659 for regular salaries, $180,565 for personal services matching, and $95,390 for operating expenses.

Appropriates $2,250,000 from the Miscellaneous Revolving Fund for payment of claims to surviving spouses and dependent children of deceased policemen, firemen, correctional officers and other state employees killed in the official line of duty, plus small controversial and non-controversial claim awards.

Appropriates $8,000 from the State Central Services Fund for expense reimbursements for the Firefighter Benefit Review Panel for fiscal year ending June 30, 2025.

Effective July 1, 2024, with an emergency clause declaring the appropriations essential to agency operations and immediate preservation of public peace, health and safety.
