Appropriates $300,000 from the Arkansas Citizens First Responder Safety Enhancement Fund to the Arkansas Ambulance Association for emergency medical personal services, operating expenses, and other expenses under Arkansas Code 19-6-802 for fiscal year 2024-2025.

Appropriates $300,000 from the Arkansas Citizens First Responder Safety Enhancement Fund to the Arkansas Association of Chiefs of Police for local law enforcement personal services, operating expenses, and other expenses under Arkansas Code 19-6-802 for fiscal year 2024-2025.

Requires all fund disbursements to comply with state procurement law, accounting and budgetary procedures, revenue stabilization law, salary procedures, and Department of Finance and Administration regulations.

Specifies that disbursed funds must comply with stated reasons for appropriation as documented in Agency Requests, Executive Recommendations, Legislative Recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2024, finding that immediate appropriations are essential to agency operations and preservation of public peace, health, and safety.
