Appropriates $7,346,528 to the Office of the Treasurer of State for fiscal year 2024-2025, payable from the State Central Services Fund for personal services, operating expenses, data processing, debt collection, and financial/educational programs.

Authorizes a maximum of 33 regular employees with salary ranges from $44,718 (Assistant II) to $157,126 (Senior Investment Manager), plus up to 5 part-time or temporary "Extra Help" employees.

Allocates funds for regular salaries ($2,775,610), extra help ($50,000), personal services matching ($971,463), maintenance and operations ($1,499,455), data processing systems/services ($1,700,000), financial/educational programs ($75,000), and preparedness/security/safety ($275,000).

Permits the Treasurer to transfer appropriations between line items with approval from the Chief Fiscal Officer and Arkansas Legislative Council or Joint Budget Committee.

Allows the Treasurer to exceed maximum salary levels by up to 20 percent for no more than one-fourth of authorized positions and to implement merit pay programs, with legislative approval required.
