Appropriates $22,760,313 from the State Central Services Fund for the Secretary of State's personal services and operating expenses for fiscal year 2024-2025, including regular salaries of $10,052,645 and election expenses of $3,088,029.

Establishes maximum of 162 regular employees for Secretary of State Operations and 20 employees for Capitol Police, with specified salary ranges from $36,845 (Receptionist I) to $145,515 (Chief Deputy).

Authorizes 45 temporary or part-time "Extra Help" employees for operations at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates additional funds for county voting systems grants ($10,000,000), Help America Vote Act federal matching ($4,000,000), mechanical room construction ($4,500,000), and Capitol Police equipment ($1,182,195).

Requires Secretary of State to maintain a permanent gift shop on the first floor of the State Capitol Building and prohibits removal of the gift shop from that location.
