Establishes maximum of 10 regular employees for the Arkansas Governor's Mansion Commission for fiscal year 2024-2025, including 1 Mansion Administrator (GS14), 1 Special Assistant II (GS11), 2 Management Special Assistants I (GS10), 4 Management Assistants I (GS09), and 2 Housekeeper Supervisors (GS05).

Authorizes up to 4 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $1,497,859 from the State Central Services Fund for personal services and operating expenses, including $686,855 for regular salaries, $237,174 for personal services matching, $201,830 for operating expenses, $200,000 for utilities, $100,000 for annual maintenance, and $60,000 for governor's mansion allowance.

Appropriates an additional $500,000 from the Governor's Mansion Cash Fund for Grand Hall, Mansion, and grounds expenses.

Requires the Chief Fiscal Officer to transfer excess funds from the Governor's Mansion Cash Fund over $300,000 into the State Central Services Fund to support related operations, effective July 1, 2024 through June 30, 2025.
