Appropriates $25,000 from the Animal Rescue and Shelter Trust Fund to municipalities for city-based registered governmentally owned animal rescue shelters for fiscal year 2024-2025.

Appropriates $25,000 from the Animal Rescue and Shelter Trust Fund to counties for county-based registered governmentally owned animal shelters for fiscal year 2024-2025.

Funds may be used for personal services, grants, construction, maintenance, and operation of eligible animal rescue shelters.

Requires all fund disbursement to comply with state procurement law, accounting procedures, revenue stabilization law, and Department of Finance and Administration regulations.

Declares an emergency effective date of July 1, 2024 to ensure immediate operation of the agency and provision of essential governmental programs.
