Establishes a maximum of 300 regular employees for Arkansas State University - Mid-South for fiscal year 2024-2025, with positions ranging from Chancellor ($201,684) to support staff positions with detailed salary schedules for administrative, academic, and auxiliary enterprise roles.

Authorizes up to 200 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act or this act.

Appropriates $6,328,702 from the Arkansas State University Mid-South Fund for state operations including $4,000,000 for regular salaries, $300,000 for extra help, and $1,200,000 for personal services matching.

Appropriates $25,000,000 from cash funds for regular salaries ($7,000,000), extra help ($600,000), personal services matching ($2,500,000), operating expenses ($5,500,000), capital improvements ($5,000,000), professional fees ($1,500,000), and other expenses.

Appropriates $1,633,890 to distribute among ADTEC and University Center Partners, with allocations to seven partner institutions ranging from $97,640 to $436,878, effective July 1, 2024 through June 30, 2025.
