Establishes maximum of 287 regular employees for Phillips Community College of the University of Arkansas for fiscal year 2024-2025, including administrative, academic, and support staff positions with specified salary rates.

Authorizes up to 900 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $10,844,719 from state operations funds for regular salaries ($7,213,170), personal services matching ($1,804,000), and maintenance and general operations ($1,827,549).

Appropriates $25,275,000 from cash funds for regular salaries ($4,200,000), extra help ($1,000,000), overtime ($200,000), personal services matching ($2,000,000), maintenance and operations ($5,500,000), conferences and travel ($450,000), professional fees ($1,100,000), capital outlay ($3,300,000), capital improvements ($6,000,000), debt service ($1,500,000), and promotional items ($25,000).

Takes effect July 1, 2024 with emergency clause to ensure immediate operation of college programs and services.
