Establishes maximum of 286 regular employees for East Arkansas Community College for fiscal year 2024-2025, with position titles and salary rates ranging from $37,650 (Watchman) to $201,684 (President).

Authorizes up to 275 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $10,957,598 from the East Arkansas Community College Fund for state operations, including $6,243,371 for regular salaries, $150,000 for extra help, and $2,125,000 for personal services matching.

Appropriates $28,176,692 from cash funds for operating expenses, including $2,589,098 for regular salaries, $15,088,266 for capital improvements, and $301,000 for debt service.

Effective July 1, 2024, with an emergency clause declaring the appropriations essential to the college's operations.
