Establishes a maximum of 207 regular employees for the Department of Transformation and Shared Services - Division of Information Systems for fiscal year 2024-2025, with positions ranging from Director (Grade SE04) to Administrative Specialist II (Grade GS03).

Authorizes 18 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $98,376,764 from the Division of Information Systems Revolving Fund for personal services and operating expenses, including $14,858,107 for regular salaries, $5,014,778 for personal services matching, and $59,702,882 for telecommunications/technology delivery.

Appropriates $3,500,000 from the Information Technology Reserve Fund for major equipment acquisitions and information technology improvements.

Authorizes the Director to adjust billing rates for federal compliance and transfer funds between reserves with approval from the Chief Fiscal Officer and Arkansas Legislative Council or Joint Budget Committee; effective July 1, 2024 through June 30, 2025.
