Establishes maximum of 9 regular employees for State Board of Election Commissioners for fiscal year 2024-2025, including 1 Director (GS12), 1 Attorney Specialist (GS11), 1 Election Admin Supervisor (GS11), 2 Election Admin Specialists (GS09), 1 Attorney (GS10), 1 Business Operations Manager (GS08), 1 Educational Services Manager (GS08), 1 Administrative Analyst (GS06), and 2 Election Coordinators (GS06).

Authorizes up to 20 temporary or part-time employees ("Extra Help") at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $1,098,617 from the Miscellaneous Agencies Fund for personal services and operations, including $603,967 for regular salaries, $100,000 for extra help, $221,840 for personal services matching, and $162,810 for operating expenses.

Appropriates $6,340,000 from the Miscellaneous Agencies Fund for general election expenses and $1,600,000 from the Nonpartisan Filing Fee Fund for nonpartisan general election expenses for fiscal year ending June 30, 2025.

Allows unexpended election expense balances to carry forward to the following fiscal year with Department of Finance and Administration approval and reporting to the Arkansas Legislative Council.
