Establishes maximum of 377 regular employees for North Arkansas College for fiscal year 2024-2025, including administrative, academic, and auxiliary positions with specified salary rates ranging from $37,650 to $201,684

Authorizes up to 500 part-time or temporary "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act

Appropriates $9,073,446 from the North Arkansas College Fund for regular salaries ($7,018,087), personal services matching ($1,200,000), and maintenance and general operations ($855,359)

Appropriates $39,990,000 from cash funds for regular salaries ($4,500,000), extra help ($825,000), personal services matching ($2,700,000), maintenance and operations ($6,000,000), capital improvements ($10,500,000), debt service ($3,000,000), and other expenses

Act becomes effective July 1, 2024 and includes emergency clause authorizing immediate implementation for college operations
