Establishes maximum of 555 regular employees for Henderson State University for fiscal year 2024-2025 with specified salary ranges by position, including administrative, academic, and auxiliary enterprise staff.

Authorizes up to 500 additional part-time or temporary employees ("Extra Help") payable at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $22,640,844 from state operations funds, including $11,000,000 for regular salaries, $3,000,000 for personal services matching, and $7,913,927 for maintenance and general operations.

Appropriates $79,300,000 from cash funds for regular salaries ($15,000,000), extra help ($2,000,000), and capital improvements/debt service ($30,000,000).

Requires Henderson State University to repay a 2020 Budget Stabilization Trust Fund loan through six annual payments of $958,333.33 each, beginning December 1, 2024, with provisions for modification by the Legislative Council or Joint Budget Committee.
