Establishes a maximum of 299 regular employees for Arkansas Northeastern College for fiscal year 2024-2025, with positions ranging from President ($201,684) to various support staff roles.

Authorizes up to 521 part-time or temporary "Extra Help" employees to be paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $10,869,018 from the Arkansas Northeastern College Fund for state operations, including $7,800,000 for regular salaries and $2,000,000 for personal services matching.

Appropriates $26,428,000 from cash funds for operations, including $2,000,000 regular salaries, $1,000,000 extra help, $8,000,000 operating expenses, $6,000,000 capital outlay, $4,000,000 capital improvements, and $1,000,000 debt service.

Makes appropriations effective July 1, 2024, with all disbursements subject to state procurement, accounting, budgeting, and higher education expenditure restriction laws.
