Appropriates $335,324 from the Miscellaneous Agencies Fund for the Department of Commerce - Arkansas Waterways Commission operations, including $171,883 for regular salaries, $63,856 for personal services matching, and $97,030 for maintenance, general operations, and travel expenses for fiscal year 2024-2025

Authorizes 3 maximum regular employees: one ACOM Director Waterways Commission (Grade GS11), one Administrative Analyst (Grade GS06), and one Business Operations Specialist (Grade GS05)

Appropriates $5,000,000 from the Arkansas Port, Intermodal, and Waterway Development Grant Program Fund for grants to port authorities and intermodal authorities for port development projects

Appropriates $2,000,000 from the Arkansas River Navigation System Fund for expenses related to development, improvement, and expansion of river transportation resources within the McClellan-Kerr Arkansas River Navigation System in Arkansas

Allocates $3,000 annually for Lower Mississippi Valley Flood Control Association membership dues and $1,000 annually each for four other waterway associations; authorizes up to $1,500 annually for promotional and educational/outreach items with Chief Fiscal Officer approval
