Establishes maximum of 105 regular employees and 11 extra help positions for Department of Parks, Heritage, and Tourism Shared Services, with $12,024,862 appropriated for personal services and operating expenses for fiscal year 2024-2025.

Establishes maximum of 133 regular employees and 65 extra help positions for Division of Heritage, with $6,666,777 appropriated for State Operations and additional appropriations for Amendment 75 Conservation Tax Operations ($6,023,542).

Appropriates $48,000,000 for Natural and Cultural Resources Council State Owned Lands or Historic Sites Grant Program and $8,000,000 for Arkansas Cultural Institutions Trust Fund Grant Program.

Appropriates $40,000,000 for Arkansas Major Historic Rehabilitation Program to offset income tax credits allowed under the Arkansas Major Historic Rehabilitation Income Tax Credit Act.

Provides appropriations for multiple specialized programs including historic preservation ($1,499,416 federal), Arkansas State Archives ($305,235 federal), Arkansas Arts Council ($945,068 federal), and various cash fund operations for museums and cultural centers.
