Establishes a maximum of 775 regular employees for the Department of Finance and Administration - Child Support Enforcement for fiscal year 2024-2025, with positions ranging from OCSE Administrator (Grade SE02) to DFA Service Representative (Grade GS03).

Authorizes up to 15 temporary or part-time "Extra Help" employees with pay rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $75,102,332 from the Child Support Enforcement Fund, including $32,788,547 for regular salaries, $13,454,648 for personal services matching, and $13,848,483 for data processing and equipment expenses.

Exempts Extra Help positions from hour limitations, though positions exceeding seven months must be reported to the Legislative Council or Joint Budget Committee.

Becomes effective July 1, 2024, with an emergency clause declaring immediate effectiveness essential to agency operations.
