Establishes 79 maximum regular employees for the Arkansas Public Employees Retirement System for fiscal year 2024-2025, ranging from APERS Director (Grade SE04) to Administrative Specialist II (Grade GS03)

Authorizes six temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act

Appropriates $138,368,835 from the Arkansas Public Employees' Retirement System Fund for personal services and operating expenses, including $4,483,068 for regular salaries, $1,635,794 for personal services matching, and $3,000,000 for data processing services

Appropriates $725,000,000 from cash funds for benefit payments ($675,000,000) and refunds/reimbursements ($50,000,000) to public employees retirement beneficiaries

Appropriates additional funds for State Police Retirement System ($62,785,950 total), Judicial Retirement System ($29,652,879 total), and authorizes inter-fund transfers up to $150,000-$250,000 to cover administrative costs, effective July 1, 2024 through June 30, 2025
