Establishes maximum of 194 regular employees for the Department of Human Services - Division of Provider Services and Quality Assurance for fiscal year 2024-2025, with positions ranging from DHS Division Director (Grade SE02) to Administrative Specialist I (Grade GS02).

Authorizes up to 8 temporary or part-time employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $19,878,539 for personal services and operating expenses, including $11,319,906 for regular salaries, $4,184,415 for personal services matching, $3,463,900 for operating expenses, and $136,077 for conferences and travel.

Appropriates $400,000 for provider services grants and aid payments.

Declares an emergency effective July 1, 2024, to ensure continuity of agency operations and essential governmental programs; all disbursements must comply with state procurement law, accounting procedures, and the Revenue Stabilization Law.
