Establishes 56 regular full-time employee positions for the Arkansas Development Finance Authority with maximum annual salaries ranging from Grade GS06 to Grade SE03, plus authorization for up to 5 temporary or part-time employees.

Appropriates $32,003,826 for general operations including $3,363,822 in regular salaries, $6,600,000 for housing rental assistance grants, $16,341,215 for HUD HOME Program, and $3,400,000 for federal housing programs.

Appropriates $2,443,078 for the Student Loan Authority Division including $381,135 in regular salaries and $1,818,875 in professional fees.

Appropriates $6,000,000 for computer equipment and related software, $15,000,000 from federal funds for the National Housing Trust Fund Grant program, and $5,000,000 to the Arkansas Housing Trust Fund.

Effective July 1, 2024, with emergency clause declaring the appropriations essential to agency operations and compliance with state procurement and fiscal control laws required.
