Establishes 2,022 maximum regular employees for the Department of Human Services Division of County Operations for fiscal year 2024-2025, with positions ranging from DHS Division Director (Grade SE02) to Administrative Specialist I (Grade GS02).

Authorizes 43 temporary or part-time employees ("Extra Help") at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $190,085,710 for operations including $86,603,039 in regular salaries, $35,861,275 in personal services matching, and $20,356,228 in data processing services.

Appropriates an additional $84,718,543 for federal grants ($7,569,858), state grants ($4,000), block grants ($76,522,993), hunger coalition grants ($995,113), Medicaid tobacco settlement ($2,629,692), and emergency rental assistance ($2,131,685).

Requires transfer of $7,500,000 annually from federal Temporary Assistance for Needy Families block grant to the Department of Education for the Arkansas Better Chance Program, with adjustment authority for reductions in state match or new federal cost requirements.
