Reappropriates $2,000,000 for construction, replacement, renovation, upgrade, and addition of a warehouse distribution building for the Arkansas Health Center, effective July 1, 2024.

Reappropriates $1,175,065 for repair or replacement of roofs at the Arkansas State Hospital, effective July 1, 2024.

Requires all expenditures to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and regulations of the Department of Finance and Administration.

Permits recipient institutions to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income for project financing.

Declares an emergency effective July 1, 2024, citing the constitutional limitation on appropriations to one-year periods and the essential nature of these funds to agency operations.
