Reappropriates $890,699 from the Community Correction Revolving Fund for maintenance, acquisition, replacement, repair, expansion, construction, equipping, renovation, purchase, improvement and upgrade of real property and facilities of the Division of Community Correction, effective July 1, 2024.

Reappropriates $6,010,000 in total from cash funds for nine specific capital improvement projects at various community correction facilities, including elevators at SWACCC ($1,300,000), roof project at SWACCC ($3,500,000), and camera system upgrades at multiple facilities.

Prohibits contracts or obligations from exceeding available State Treasury funds, but allows institutions to accept grants, donations, and Federal funds to supplement appropriations.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2024, citing the constitutional one-year appropriation limit and the necessity for immediate operation of the agency.
