Appropriates $25,000,000 to the Office of the Treasurer of State from the Municipal Aid Fund for distribution of Special Revenues to municipalities, supplemental to Act 62 of 2023.

Appropriates $25,000,000 to the Office of the Treasurer of State from the County Aid Fund for distribution of Highway Turnback, Severance Taxes, and other monies to counties, supplemental to Act 62 of 2023.

Requires all disbursements to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency exists due to insufficient funds for the Treasurer of State to continue essential governmental services, making the act effective immediately upon passage and approval.
