Establishes 20 maximum regular employees for Secretary of State Capitol Police, including 1 Lieutenant ($80,000), 1 Training Sergeant ($78,500), 1 Programmer Analyst ($77,694), 1 Police Sergeant ($75,382), 15 Police Corporals ($67,560 each), and 1 Dispatcher ($43,601)

Appropriates $1,182,195 from the State Central Services Fund for Capitol Police operating expenses, including $838,776 for general operations and $343,419 for capital outlay (Big Mac building buildout, officer equipment, radio amplifiers, camera upgrades, dispatch remodels, and computer hardware)

Requires all fund disbursements to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and Department of Finance and Administration regulations

Declares an emergency clause, finding that existing funds are insufficient for the Secretary of State to provide essential governmental services, making the appropriation immediately necessary
