Reappropriates the balance of capital improvement appropriations from Act 479 of 2023 to the Department of Parks, Heritage, and Tourism for State Parks and Tourism Divisions, effective July 1, 2024.

Allocates up to $15,455,000 from the Arkansas Natural and Cultural Resources Grant and Trust Fund for acquisition, management, stewardship, or preservation of state-owned lands, historic sites, buildings, structures, or objects.

Prohibits contracts or obligations in excess of State Treasury funds actually available, but allows agencies to supplement with grants, donations (including Federal funds), and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and regulations by the Department of Finance and Administration.

Declares an emergency effective July 1, 2024, finding that the appropriation is essential to agency operations and necessary for immediate preservation of public peace, health, and safety.
