Appropriates $29.2 million in supplemental funds to the Department of Education - Division of Elementary and Secondary Education for fiscal year 2023-2024, in addition to funds appropriated by Act 572 of 2023.

Distributes funds across eight categories: 98% URT Actual Collection Adjustment ($6 million), Assessment/End of Level Testing ($3 million), Declining Enrollment ($5 million), Distance Learning ($8 million), ESA Matching Grant Program ($200,000), Professional Development Funding ($1 million), Special Education-Catastrophic ($3 million), and Student Growth ($3 million).

Requires all disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, salary restrictions, and regulations from the Department of Finance and Administration.

Establishes legislative intent that funds be used in compliance with stated reasons in budget manuals, agency requests, and official testimony before the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency clause making the act effective immediately upon passage and approval due to insufficient existing funds for essential educational services.
