Reappropriates $1,163,406 in balance funds from Act 479 of 2023 to the Department of Education - Educational Television Division for the Arkansas PBS Archival Preservation Project, effective July 1, 2024.

Funds are to be paid from the Arkansas Natural and Cultural Resources Grant and Trust Fund for acquisition, management, stewardship, or preservation of state-owned lands, historic sites, buildings, structures, or objects.

Permits agencies to accept and use grants, donations including Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Declares an emergency effective July 1, 2024, citing constitutional restrictions on multi-year appropriations and the need for immediate agency operation.
