Appropriates $100,000,000 to the Office of the Treasurer of State for refunding cities' shares of local sales and use taxes under Arkansas Code 26-75-307 for fiscal year 2023-2024, supplemental to Act 65 of 2023.

Appropriates $90,000,000 to the Office of the Treasurer of State for refunding counties' shares of local sales and use taxes under Arkansas Code 26-74-307 for fiscal year 2023-2024, supplemental to Act 65 of 2023.

Funds must be disbursed from the Local Sales and Use Tax Trust Fund and comply with state procurement laws, accounting procedures, revenue stabilization law, and Department of Finance and Administration regulations.

Declares an emergency clause due to unforeseen circumstances causing insufficient funds for the Office of the Treasurer of State to continue essential governmental services, making the act effective upon passage and approval.
