Amends the Arkansas Data Centers Act of 2023 to clarify that home digital asset mining by Arkansas residents cannot be prohibited or require approval by local governments.

Requires digital asset mining businesses to apply noise-reduction techniques including liquid cooling, fully enclosing equipment with sound-dampening materials, or locating at least 2,000 feet from residential/commercial structures or in industrially-zoned areas.

Prohibits prohibited foreign-party-controlled businesses (defined as entities with 15% or more ownership by foreign nationals, governments, or entities from countries subject to U.S. arms embargoes) from acquiring or holding digital asset mining businesses in Arkansas, with a 6-month divestment period for existing operations.

Authorizes the Attorney General to investigate violations and pursue remedies including civil penalties up to $15,000, judicial foreclosure of violating businesses, treble damages for non-payment, and reasonable attorney's fees.

Declares an emergency effective 30 days after Governor approval, citing concerns about excessive noise from digital asset mining operations and foreign control of the sector threatening public welfare and safety.
