Authorizes Senator Dismang to introduce a nonappropriation bill amending the Revenue Stabilization Law and creating, repealing, and transferring funds and fund accounts.

Amends Arkansas River Navigation System Fund to remove reference to specific taxes and penalties as a fund source while retaining grants, fund balances, and other authorized funds.

Amends Public Health Fund and Division of Arkansas State Police Fund by removing certain revenue line items, including provisions related to the State Cancer Commission transfer.

Amends State Highway and Transportation Department Fund special revenues to add reference to § 19-6-301(241) as a funding source.

Declares an emergency for the act to become effective on July 1, 2024, to prevent lapses in critical state services at the beginning of the fiscal year.
