• Amends House Rule 38(p) to require bills affecting the State and Public School Life and Health Insurance Program or imposing new/increased health benefit plan costs be introduced within the first 15 calendar days of a regular session.

• Prohibits introduction of health insurance bills after the 15th day of regular session unless approved by a 3/4 vote of both houses, and prohibits such bills at fiscal or extraordinary sessions unless approved by a 2/3 vote of both houses.

• Modifies House Rule 38(r) to specify that fiscal impact statements must address costs to the State and Public School Life and Health Insurance Program specifically (rather than general health benefit plans).

• Requires bills imposing new or increased costs on the State and Public School Life and Health Insurance Program to have fiscal impact statements attached before committee consideration and before final passage.

• Makes corresponding amendments to the Rules Addendum sections to maintain consistency with the revised rules.
