Authorizes Senator King to introduce legislation prohibiting digital asset mining businesses from using computers manufactured or assembled by covered foreign entities.

Prohibits digital asset miners from using software developed by covered foreign entities in the course of digital asset mining or home digital asset mining.

Defines "covered foreign entity" as individuals, foreign governments, or other parties on the U.S. Consolidated Screening List or Entity List, domiciled in China or Russia, controlled by those governments, or subsidiaries/affiliates thereof.

Establishes criminal penalties: Class A misdemeanor for first offense and Class D felony for second or subsequent violation.

Amends Arkansas Code § 14-1-603 (Arkansas Data Centers Act of 2023) to add the definition and creates new section 14-1-606 to establish the prohibition and penalties.
